Procedure for implementing investment projects as follows:
(1) to prepare and approve a list of investment projects or agree on investment location principles (for projects requiring the State to allocate land, lease land, or allow change of land use purpose); Document that agree to use the location of the investor to build and trading in infrastructure of industrial zones or clusters or to rent premises from other organizations and individuals (for projects do not require land allocation or lease from the State).
(2) To approve the policy of investment and investor selection for projects that require the State to allocate land, lease land, or allow change of land use purpose.
(3) To issue Investment Registration Certificate (if any).
(4) To implement procedures to ensure investment project implementation (if any).
(5) To appraise and approve the detailed construction planning, announce the planning, and agree to connect the project to the road system (if any).
(6) To appraise and approve environmental impact assessment reports for projects subject to environmental impact assessment; To confirm environmental protection plans for projects required to register environmental protection plans according to the provisions of law on environmental protection.
(7) To inform the land recovery; decide to land recovery, approve and organize the implementation of compensation, support and resettlement plans (for projects which the State recovers land according to the provisions of the Law on Land). The investor agrees to transfer land use rights, receive capital contribution by land use rights, or lease land use rights (for projects that are not recovered land by the State according to the provisions of the Law on Land).
(8) To appraise the basic design and approve the relevant infrastructure connection design.
(9) To decide the land allocation/land lease/permission of change of land use purpose; to determine land price; sign contract of land lease/sublease; Issue the Certificates of land use rights, ownership of houses and other assets attached to land when completing financial obligations and meeting all conditions prescribed by the law.
(10) To appraise construction drawing design; Construction permit, Construction permit in the road corridor, connect to the traffic system (if any).
(11) To deploy construction, accept and put the project into operation according to the the law. During the implementation of investment project, based on the provisions of law, investors can simultaneously carry out some of the above procedural steps.
